Was the precession of the Moon and Mars already measured?

I’m wondering if the precession of the Moon and Mars was ever empirically measured. I mean really measured by observations from their surfaces towards stars.

I’m aware of the RISE experiments around the Mars Insight Lander which was an approach to measure the Mars precession via radio signals between Mars and Earth, but I’m not sure if that was done under the assumptions of the nature of Earth’s precession or completely free of any assumption, because it required heavy noise reduction due to the random influence of the solar wind on the radio signal’s transmission speed: [https://mars.nasa.gov/insight/spacecraft/instruments/rise/](https://mars.nasa.gov/insight/spacecraft/instruments/rise/)
